Do clothes make the man
or does the man make the clothes?

like say you had 2 people talking 1 in a luxury suit dressed nicely and another without nothing

Man A has less experience talking than Man B while Man B just talks naturally.

who would you listen to?

For them, it's all about insecurely flashing the money and the trappings of money. They basically are operating on what a poor person thinks money is- and they are doing every foolish thing in the world to turn themselves back into a poor person as fast as possible!

Depends on circumstance.
If it was business then expensive clothes imply success. But in everyday life, impeccable dress implies personality disorders.

Clothes make the man, but good people are good even without good clothes and a good suit doesn't help bad people for long. Clothing supports.

Without nothing? That's a double negative. With nothing also implies they were naked? Which I'm going to be biased against someone who has no clothes on. I'd also be biased against a person flaunting their wealth with an expensive suit. But being naked is more of a red flag for me.
