Unsurprisingly I'm with Tito here.
Windows 98 was a big step forward at the time, much like Windows 3.1 was. But 2000 was something else as it was perhaps the best refinement at the time. So many things just worked.
Good luck in finding hardware that can run it today.
Despite the fond memories, users likely are going to chafe at it's limitations if they tried using it as anything more than a novelty.

People hate the idea of change.
For every improvement they add twenty things that aren't necessary. While having less and less compatibility with software made for older versions.
Change is neither good or bad. People simply react to it as good or bad.
People do, however, tend to rely on things that work. BECAUSE THEY WORK.
Lastly, these versions are annoying. Spending 3-5 YEARS learning everything about a version? That doesn't matter. Here's a new one! Learn how to do everything again.
Figure out why things don't work, again. (This time for different reasons!) Figure out if the problem is the new or old version. Figure out what they renamed everything in Control Panel this time. Figure out why the printer won't connect to the network. (Even though it did before.) Run every thing worse than the previous version. (For around 16 months.)
If MS was like, "Hey yo we got all these new features. It's totally different than anything you've seen, and nothing like it is available to you." I'd be in. I'd be excited.
Instead, it's the same thing. Rearranged and more difficult to use. EVERY TIME.
