No, but he is a timelord.

He doesn't age and pokeballs are bigger on the inside.
And a timelord has like a trillion IQ...

Yet, they make vary stupid decisions at times.

Pokeballs actually desintegrate the pokemon, and store the information to rebuild it. Basically, it's killing and creating pokemons over and over.

The tardis may work on the same principal for all we know. It just happens faster, so we do not notice it.

80 what? Stupid decisions?

Are timelord children born smart or is it through growing up and learning that they gain their IQ?

One can't show an IQ. It can only be measured by a series of tests. Comparing common intelligence aginst the results can gives us an idea of how spart a person is compared to the norm.

Seeing as how there is not baseline for the people in the Pokemon world (all seem a bit...off as well) then we can not give any measurement of Ash's IQ.

Also, as said before, he is still a child and learning, so has not reached his potential as a timelord. Remember, The Doctor is over 900 years old. You can't compare a child's IQ to that of a 900 year old.

Not to mention, IQ really isn't as meaningful as we make it out to be. IQ isn't a measurement of how smart you are, it just measures how efficiently you process abstract information.

Wait. If Ash is the worst trainer ever... How do you explain his constant victories? Is he secretly attending a special needs Pokemon League? I could kind of see that. It would explain how a kid dreaming to be a Pokemon Trainer knows ABSOLUTELY nothing about Pokemon. Why they set him to catching what literally amounts butterflies and grasshoppers in the back yard. Why all his opponents are all incredibly bad and all suffer from Aspergers. Team Rocket got hired as part of Equal Hiring so Adults with learning disabilities, and it kind of explains why Brock acts like a horny teen camp counselor. Because he is. That is why you see the same Nurse and the SAME cop. They are the same person. Because this is just a summer camp for handicapable kids!

Believe it or not, a pokemon can beat another that it's weak against. It just needs to be strong enough to tank the hits, or fast enough to not get hit.

It's like a kb&m player fighting a controller player. The former has an inherent advantage, but the later can still win if they're just that much better.

Don't badmouth Team Rocket. They're volunteer social workers for the SPC (Special Pokemon League). They help all those special needs trainers feel like they've accomplished something. Not to mention all the highly trained Pokemon in the Pokemon-assisted therapy program. They're the real heroes.
