Are timelord children born smart or is it through growing up and learning that they gain their IQ?
One can't show an IQ. It can only be measured by a series of tests. Comparing common intelligence aginst the results can gives us an idea of how spart a person is compared to the norm.
Seeing as how there is not baseline for the people in the Pokemon world (all seem a bit...off as well) then we can not give any measurement of Ash's IQ.
Also, as said before, he is still a child and learning, so has not reached his potential as a timelord. Remember, The Doctor is over 900 years old. You can't compare a child's IQ to that of a 900 year old.
It's like a kb&m player fighting a controller player. The former has an inherent advantage, but the later can still win if they're just that much better.
maybe he is hunting pokemons to eat them and thats why he only has like 10 pokemons.....
