I just cannot see a tool like RTSS or anything I can write doing anything except introducing extra latency. This needs to be a limit in the driver after the graphics API's buffer swap, or we're adding latency :(
The latency introduced by third-party utilities is still way lower than the one introduced by GPU running at 99% usage, and hence most people make 99% GPU their life goal or something - I keep recommending them to try limiting to decrease latency and it works like a miracle. The in-game limiter is often the best option for fighting latency, but it's not always there.
PS It seems this "monitor can't handle FPS" nonsense summons you to defend the common sense :D
