you forget that it's already possible... it's just not possible to view it for longer than 3 seconds...
Even if you're in-game, it still produces a new window, or a new tab in your chats window, depending on your settings, and that window persists.
(On mobile, however, all bets are off.)
Groups, on the other hand, can produce events and announcements which just show up in the corner and then go away, never to be seen again, generating no windows. I think events still do generate a window but announcements don't, so if you don't click it in time it just disappears into the digital ether.
no, i mean it just gives you the 3 second notification of a message without bringing up the actual messaging window. spam in this way is still possible. the notification that brought me here wasn't from a group (i searched all of my groups for a member with the name of the person who messaged me but didn't find anything - wasn't even in my Recent Players list).
sure it goes away if you ignore it, but it's still annoying and a little creepy when it says things like "RUN, ♥♥♥♥♥!!!" from a stranger at 3 AM lol. i'd still prefer to have the option to view their profile and see in what way we're connected, or even to report/block them if need be. it would make me feel more comfortable knowing that they can't hide behind some pseudo "anti-spam" block... because if they wanted to, they could send constant messages in this way so that the notification window constantly pops up... i haven't yet had that happen, but if they can send one message to me, then they can send as many as they want.
Someone could have changed their name recently or frequently.
In any case, if this is something that you've experienced, and it really is as you describe, then that would be a bug with the Steam client that I have never encountered.
Doesn't mean it's not there, of course. It may just be a rare case, or one that requires doing odd technical things in order to accomplish such that no one would likely have discovered it easily.

how it was done is the user added me
i added them send a message and then unfriend them
later on (or a day later) got 2 messages from them i was unable to open on the mobile app, but i did get a pop up
I think that may be related to it
maybe there is a way there for to start the chat and send themessage without adding
need to look into deeper
A wild guess of mine would be about the mobile app not auto-closing a chat window upon friend removal from another device, but I'll look into it a little on my end too.
Any how i think its to do with how Steam handel it, right now my guess the same will happen in the clinet

On the contrary, I think invite messages would be extremely helpful. Right now I rarely accept any invite that doesn't come directly from someone I met in a game. Who knows? Maybe some of those ppl have "legit" reasons for sending invites. But I have no way of knowing, and it's not worth my time or "risk" (trivial though it may be) to actually accept their invites in order to find out. (Mainly because I rarely even log into friends -- ironically due to the "spam" i get from actual friends -- but that's a whole different thread. ;P)
OP's other suggestion though, messages to non-friends .. I have definitely been in situations where I thought this would be useful -- and not just to tell some f*** they're a f*** lol -- but I could see it getting out of hand, being on the receiving end.
Whatever. My profile comments are open so if someone wants to talk ♥♥♥♥, be my guest. And as far as ppl going "private profile" ... it's just ... snowflaky if you ask me. How thick of a skin do you really have to have to tolerate juvenile remarks on a gaming site? Put yourself out there, IMO.
How many different accounts are you going to block? 100, 1.000, 10.000, 1.000.000...?
Then you're lucky.
If you play the wrong kind of games (fighter for example), you will get a lot of abusive messages from other users. Also most of the friend requests I receive on consoles are blank.
* age of account
* number of games
* number of games in common with the person me
* Have they played in a game with my recently?
* How long have they played those games for?
* How many achievments do they have in games (prevent people from just making an account, getting a free game and having game open to drive up game time)
* got a credit card attached?
* ever had a successful payment?
* how much money have they spent
* are there any other accounts that were blacklisted from this ip or this account
sadly none of this would mean any solution to the fact that it would stilll let through many spambots
