There would be nothing stopping it from being increased by the developer/publisher either. Even they could create a bunch of accounts and raise the rating.
A person's best bet is to read the reviews, not got by a score. This is where Steam's system shines. A game isn't turned into an arbitrary number. People have to read the reviews, learn about the game and form their own opinion.
As for Watch Dogs, it is an 81 or more if is running fine for you. That user score isn't for the game it's self, but in reguards to the technical issues people are having. That isn't exactly fair to the developer.
It's either 10s or 0s on Metacritic from users.
That would also be as bad as the Metecritic score. People would put a thumbs down for issues that are not even related to the game. Some do so just because it was made by a specific publisher already.
That is why it is best to read instead of doing it "at a glance".
I guess Metacritic score comes from all reviews and I would think the majority of the reviews come soon after the release. A game might get some major updates that totally changes it, makes it far better or worse, than it used to be. If a scoring system has to exist, and I doubt it's going anywhere, I think it would be better to make up the score of the last X amount of reviews instead of all the reviews. This would work even better with Steams own reviews, as you have to be identified and own the game and there is less chance of abusing the score.
I agree with Qessu. Also the publishers decide if the metacritic score is posted. Plus if you click it it takes you right to the game's metacritic page which displats the metacritic score for "professional" reviewers and user reviews.
the era where you can simply rid a problem by blocking an ip is over... my IP changes sometimes as much as every 24 hours because of my ISP dhcp renewing.
as for user reviews on metacritic? Don't make me laugh. look at diablo 3 and simcity 5, plagued by downvotes because of 1-5 days of not working.
