The way you said it basically gave the impression that valve needed to grant permission.. I mean when you buy pringles from a 7-eleven you aren't asking the 7--eleven you're purchasing something they are selling.
Maybe its lost in translation words grammar are not perceived the same by everyone?

I'm under the impression that Valve has to approve retailers or partnered distributors like Walmart, GameStop, Bestbuy, Paypal etc. Otherwise its just a re-sell of the cards just like the sites that try to re-sell unapproved Valve game keys CSGO, HL2 etc?
Surprises me that Valve wants to keep customers safe with features like 2FA but seemed to have removed the list or recommended Steam Wallet in Store sales locations, I thought they'd at least keep up with listing reputable sales locations.
Also remmber it may be part of the support, like in case something go wrong while someone buy it, they may need to connect Valve to confirm that it was not used, and the like
