You do the math on how long you would be waiting on the phone to get a human. Just a little hint, I hope you have a really really good battery and an understanding boss and family and the ability to stay up for weeks on end waiting so you don't miss them when they come the line.
Steam has hired more people, and are training them currently, IF and I do mean IF the guy was right on timing, wait times should start coming down near the end of December.
you mentioned "office phone number" twice. is there a reason for that?
to get help for steam related problems:
https://help.steampowered.com/
if your issue, however, has something to do with your latest thread about a problem with a game, then you already tried the correct available method to get help for a specific game on Steam, which is mostly based on users helping users. There are some developers who actively helping on their own discussion board too, but I would not expect that someone from Warner Brothers would do that. so you have to wait and hope until some other user might help you with your problem.
if you wish to get more extensive help for a game, the steam support page will also present you with the information where to get help:

there even is a phone number.
