If a game violates the Steamworks rules or laws in your country, report it via the report function on the store page and ignore the title and/or dev/pub.

So if you find such a game, then please report it on the game's store page and Valve will look into it.
Keep in mind, just because you may feel something falls under that category, does not mean Valve will also find as such. There are many shapes of woman out there, especially drawn ones. Much depends on the setting and actions of the character, not just what they look like.
If you wish to avoid seeing such content, you can always go to https://store.steampowered.com/account/preferences/ and disable "Frequent Nudity or Sexual Content" and "Adult Only Sexual Content." These are off by default and would have had to be turned on, but you can always turn them back off.
And as long as it isn't actually illegal or such content, I don't really care as I am not interested in such content and so don't view it. Others are free to decide for themselves. I won't force my opinion or views on them.
And keep in mind that, while this is the suggestion/idea forum, it is also a discussion forum to discuss said suggestions and ideas.

You can disable Adult Only content to not see such things. Well, again disable it, cause you must have enabled it at one point since it's disabled by default.
I never see such games, the filter works fine for that.

Like on his own grounds, he's not speaking of adult games here, he's speaking of games that get close to the line of adult games but don't cross it. Like for example: Neptunia gets real suggestive with some of the defeat animations or even art but it never crosses the line into nudity town or adult city.
I sorta get how he meant his topic because yes there is a fine line between adult games and what is suggestive. Like if we ignore adult games, OP does have a semi-correct point that even suggestive games have not been caught.
Now I'm not on either side of the field here, as video games are fake and their worlds are also fake but I do see where he's at least coming from. If I play a novel that for example I was told was good but has suggestive image moments, I'd also be completely caught off guard especially where there is no real warning besides the Sexual Content tag which...honestly at this point is on so many games that it partially could mean that its just 3 seconds in a 150 GB game at best.

Personally. So long as the game passes the legal requirements I'm fine with it.
I just find it funny that people make such a big thing. Oh sure games where you murder everything with a pulse, commit every form of cruime. fine...but a game where the characters look a little young to your eyes. That's Bad.

valve already disallow games that include sexual content involving illustrated or 3d 'loli' (grey area).
you can make steam not show any porn at all if you so choose.

It feels like OP wants it to be something that it's not. Regardless, that's what the report button is for. That's why Steam has an Ignore feature, and content toggles, to hide away anything that might be considered offensive to a user. Make use of the tools at your disposal. Let Valve make the final call. Understand that they may not agree with you. Move on with your life and enjoy the games YOU want to play. Let others play the games they want to play.
