No. Not in all cases. In some cases it's others seeing and saying what they see.
It's not an accusation when there's evidence,. And when you admit to it.
same rules apply for cheaters and scammers, we are not allowed to accuse anyone of cheating or scamming, with evidence or not.
You also aren't allowed to accuse people of being bots, shills for steam, etc yet somehow that doesn't stop some users from doing so....
Do unto others as you would do unto yourself is a good philosophy to live by, sadly far to few people subscribe to it.
the point is to be kind to everyone, there is no need for any steam users to target or attack each other, it goes against what steam wants, which is a happy an fun environment for all users.

it reflects poorly on steam and ultimately turns users away or turns users into enemy's of steam or the community, its horrible to attack people like this. and its sadly costs steam money from the real users who speak up and realize that steams double standards are why the forum and the platform has such negative reviews.
anyone who uses the forum can see the type of community it is and it is over all disgusting and hurtful to a majority of real steam users.
I use the term real because steam really is made up of free user accounts, while sure some of you have spent and put money into steam, a vast huge amount of users do not. thanks for paying the bills for us to keep using steam for free, but it still doesn't give you any right to accuse people.

Yes because the evidence for those isn't there for anyone else to see. Especially since the word scam practically has no meaning anymore.
One can disprove such accuisations by simply not behaving in a manner that gives them credit.
Also helps when one doesn't announce one's intent to troll in advance.

Fortunately post history exists and people can see that this thread might not exactly be in good faith since the OP has repeatedly called myself and others the very thing in which he is pretending to crusade against.
Sadly some people want to try to re-write history, but they do a horrible job since the truth is so easy to reveal.
