Well, I think the player should choose whether to have something like this.
I am playing a game now that currently has 22 hidden achievements, the only puzzle is identifying what's missing by the guide.
I know, my main post is a suggestion on a place made for suggestions and ideas.

Yes, I already found this with some research on the internet, it seems that it is not yet complete as to know the achievements that are missing for me at a quick glance how i think it should be.

There's also a way to see that but it's a feature of one of achievement tracking websites.

I can check all the achievements that haven't been earned yet quite easily and there are descriptions as well.
I don't think Steam will have this kind of functionality anytime soon or ever though. It makes sense for a dedicated website to have deep functionality because many people who use that website are interested in extra stats. But on Steam many people don't care about things beyond basic functionality.
the completion indicator on that page is the image itself. locked is supposed to look noticeably different than unlocked. depends how the dev wanted to do the images as that is their task.
mostly it is: no color = locked, color = unlocked.
possibly unlikely that this will change anytime soon.
