Revert artwork upload limit from 5 Mb/s to 8 Mb/s

There's no reason to lower it to 5 MB/s while file size for screenshots is not limited. 8 MB is already really small, 5 is just ridiculous.
Artworks under 5MB looks terrible quality. That's not solution. Nobody wants to get artworks because of that.
It's even worse when you need to compress an animated artwork to fit the "5MB" standard. It turns into an eye slaughter.

Even 8Mb was too less for me to make & upload an Artwork to the Steam.

After this recent 5Mb size limit, am never gonna upload to Steam any.
