Look Just drop a post in the forum. or shoot an email to the dev pubs and they'll consider it. If they have enough interest to make it worth the while.
If you prefer to send emails to developers or open posts in the game forums, perfect. I understand that the suggestion will not seem equally useful to everyone, but it will always be much faster, easier and more intuitive to be able to react from the store page to which language you would like a game to be translated. In this way, they could also keep statistics of the number of players of a language that have requested the possible translation of the game.
Possible translation IF the developers do translate it. You have to remember that translation does not simply happen with some magic. If the developer is english-speaking and wants to translate into french, they would likely want to have it translated properly and pay one or more people to do so. Perhaps that is money the game developers feel is not worth the cost or perhaps they simply do not want to have to deal with the issue of translations at all. Utilize the game's forum, the developers are ultimately the only ones who can translate any game.
I agree with you, it would be an information system and the developer would always have the last word. But maybe if you saw that, for example, 20,000 people would like your game to be translated into "Italian", assessing the percentage that might actually buy your game, they might be encouraged to do so or maybe not. In the end it's just a suggestion system.
One well worded, well reasoned message is worth thousands of possibly dishonest click a button responsese. Especially since the industy and the majority of if its player know that statements "I'd totally buy your game if..." are worth a humming birds fart in a hurricane.
And you will need a fairly well reasoned request since the idea that your languiage isn't already supported means that people exclusively speaking your language are not part of the dev/pubs identified core audience.
Localization is not a cheap thing and it goes beyond simple translation.
I agree with you on this part, only a small percentage of those who react would buy the game
yeah, exactly not to mention people will get mad at some localization because of censorship or culture are different.
Besides some freelancers use translation tools, so finding a good person who speaks it and translates it manually is not that cheap and easy.
also, some game engines don't support all languages or they require more effort to support non-English language, especially with Asian and Arabic/Hebrew languages
and yeah let's don't forget about the hard-subtitle in images, videos, and logos; and devs in general don't want re-write the game again to use another image instead of fixing the bug or simply putting that effort to build another game.

And no, before this comes up, machine translation is a terrible idea, and localisation isn’t optional. Nothing makes a game look more terrible than bad language settings.
if what you want is only text-based, do it yourself and send it to the dev with no expectations, free of charge and a waiver for the rights to it. sounds stupid? but that way has at least some success rate and that is how many indies can support more languages, which is the vast majority of games on Steam.
