Licenses are tied to the account, and allowing their transfer would facilitate people selling games by transferring their games to other people's accounts and theft. Also no one sees your username but you, so if its embarassing who cares.
So it wouldn't only not fix anything, but it would introduce a very serious problem.
I never understood the meaning of having double accounts, what is lack of space?
Each license is linked to the account on which the game was purchased, the same applies to consoles and it is right that it remains so.
Fix what ain't broke by smacking it with a sledgehammer.
Gifting games ain't the same as trading.
Even now with users not being able to store steam gifts in their inventory is still used for it, although very sparsely.
"Make another account and family share the games to it" is actually a commonly-cited suggestion in response to people asking for a way to change their login names.
Sometimes a kludge that does something is better than nothing.
But my reply was to Bluebird who said

This would explain the second account.
Regardless, the reasons why this is a bad idea have already been given.
