Also, no one at Valve has picked up the task for trying to release custom URLs in years. The last employee working on it left Valve a few years back.
And, no. Pick a new URL.
And if relinquishing custom URLs have been forgotten for so long... Yeah, that's depressing.
If the one you want is taken, you have to find a new untaken name, that's how it works, and imo. it's how it should continue to work.
They don't need to use the community. I know plenty of users who just play games.

And if your refrigerator has an awful smell to it, working around said odor is a poor alternative to cleaning the fridge up.
Or pick a different one.
It isn't a requirement to have a specific URL either.
Someone else using said URL doesn't effect you like the odor from a fridge does.
They're both annoyances (granted fridge odors could indicate health hazards). They both can be dealt with.
If someone has not accessed steam online in years, they are more than likely not going to miss whatever URL they chose. It seems hilarious that we're so willing to dance around it being an issue (regardless of how small it is) and pretend that there is no room for improvement, or the consideration of it.
Or one from a dead person who's profile is used to remember them.
Odor is an issue and a sign of a larger problem. Someone having the URL you want, is not.
You wanting to live at 777 Drive instead of 776 drive, but you were too late to buy 777 drive is not an issue. Even if the owner doesn't live there, they still own it and no one is going to sell it to you.
You want a URL, the other person wants to keep their URL. Just because they have not been on is no reason for you to be able to take it from them.
You are going to have to fine a far better reason then that, if you want to justify taking a URL that another user has.
For them: If they have that URL tied to their twitter or other accounts, for advertising or what not, then you take it, that would create an issue for their other accounts. They could be blamed for something you did on your account as well, as they had links to it on other services/sites.
does the custom url really matters as much to you?
you are not entitled to take someone elses btw, no matter how much you try not to make it look like a case of "only me can have this shiny stuff, not othery"
