Dedicating it to a specific service will just cause others who want their service to get angry. Best not to tie any such service to the Steam service. All of them have their own programs that can be used.
Tell that to the users who want the old library back.
You still haven't touched on the licensing issue.
The PS4 is meant as an entertainment center.
Steam is a store and game launcher.
PS4 doesn't have the inherent ability to run multiple applications at the same time.
A PC does.
Just use a desktop application or your webbrowser. There is no reason at all to add even more bloat to Steam.
Also, why Spotify? Why not Last.fm? Why not Audible? Or YouTube Music? Deezer, Soundcloud, ...
Short version, no.
Long version, use the search feature to read why not as has been said MANY times.
So no one may want to use Amazon Music or I heart Radio instead of Spotify? Highly unlikely that people only wan to use Spotify.
Like I said, why should Steam tie it's self to Spotify when there are many other such services out there? It would only make users of those other services mad that their service isn't integrated into Steam. May as well just not integrate any.
Steam has a web browser in it. You could just use the web version of Spotify.
