Never say never.
As it is. Teh reason a pass can't happen is that its just not economically viable or worth while for either Valve or the publishers they would need to partner with.
That said. Valve does allow publishers to offer such collection passes on steam, and that option has existed for sometime actually. Thats how EA Play works. The thing is... many publishers and developers don't see it as being in their benefit.
I think we will see some steam game passes within the next year or 2. Not sure how it will be implemented

Kinda shows some level of ignorance as to the barriers. Kinda like people hope to see electric airplanes
16 years, i have a good track record of having correct predictions. Within the next year or 2 we will see more types of systems on steam for playing games, not just straight out purchases.
Yeah because Valve will totally decide its worth the effort to juggle a subscription service with the thousands of devs that put their products on Steam.
Who says it has to be every dev on steam? Who says it will be a subscription service like the ones we currently have on the net?
Steam will evolve that much is sure.
Which barriers?
Microsoft and Sony have their "free" games programmes for years as well as a subscription service with Game Pass and PS Now.
Please, feel free to outline why a company like Valve cannot provide a similar service for select games. Or are you keep banging on the strawman that it needs to include every single game on Steam which no one ever wanted?
As a matter of fact the existance of EA Access on Steam has already layed the groundwork for them.
Steam already supports passes so nothing to stop indie devs from grouping together and offering passes thru steam.
Valve themselves will not do it because no matter how they do it, people will complain and developers will get almost no money out of it.
Lets just say Valve only takes 10% instead of their normal 30% cut which I doubt....
$10 bucks a month, limited to 10 games. Those 10 games gets the developers 90 cents a month. Its certainly not going to be filled with any AAA games, I don't know any company that would accept 90 cents for a single month for the person to beat the game vs $10 or more dollars.
$10 bucks a month, limited to 20 games. All of the same problems as above, but with less money.
$10 bucks a month, limited to 50 games. All of the same problems as above, but with less money.
And so on.
So how do you do the split? What ever is played more gets more? Seems unfair to those that gets played less. Even split? Seems unfair to any AAA game or just popular game in the pack.
Steam has 20,000+ games, they are certainly not going to make a pack with all AAA.
$10 bucks a month seems about all they will be able to charge for something like that and it would have to be more than 10 games. Reason I say this is because of the game passes that are out there now that Valve would be running against and see endless complaints about if they did charge more. The problem with all the game passes out there now is that the ones running the passes either own the games outright, or own a controlling interest in them.
When people suggest a steam game pass they never think of the economical side of things, which would be the only thing that these companies will be thinking about. "How much money can I make from this, is it more than I'm making a month selling the full game?"
Personally I don't know why any company would put a non-multiplayer only game in a pack. If it can be beat in under a months play and beat a number of times in that one month, then what is the persons incentive to keep getting that pack after they beat the game? Why would the company only want 90 cents vs $5 dollars, $9 dollars or $19 dollars?

There already is one, ea game pass, but again your not gonna see steam negotiating for other companies to offer game passes. Hence why steam made the tool available to the devs.
There is no incentive for steam to set it up as they aren't going to profit off of it and people will just complain.
I wouldn't be surprised to see an adult game pass by some of those companies in the future.
