Report a translation problem
Its not effecting everyone.
Make it public and give it a few minutes and it should work.
I also just verified if this was still the case because I was set to "friends only" and switched to public and it shows again when you hover over.

Hmm, not sure then. What I mentioned seems consistent with what I see and happens to my profile.
I'm also going to set mine back to friends only which should go back to lvl 0 in a few minutes. But yea, maybe the system is bugged.
But yea, odd reply from Valve because I thought this was intentional. Or maybe just a poor job from whoever replied to you.
For profile but not for hovering over there avatar.
for all parts of Steam, "friends only" setting will display the miniprofile to friends as it should if you are friends with the person
except for the Steam chat friendslist, there you are correct
it will not display the miniprofile unless the profile is public.
that's not intentional and an inconsistency with the other parts of Steam.
if not done yet, post a bug report.
