Before this event sale, its unlikely as the profile is something seen around more than artwork and workshop it's where ever the user is at
So putting any type of adult content there will be a real issue gif can make it more problematic as it can be a-ok photo changing to an adult one or stuff like that
Now it's even less likely as there selling animated avatars for points, that means if they just give you to upload them, then why will you buy one? you just upload one
So sadly I don't think it's likely to happen ever or any time soon

I feel like they've added animated avatars for the steam sale to maybe test it out? As for the adult content, the same could be said about the artwork showcases and workshop showcases. Plus there's adult games on Steam which provide backgrounds, emoticons etc..
If adult games provide content on Steam then avatars wouldn't hurt.

Avatars are seen everywhere pretty much and are much wider spread
Valve adding it is unlikely to be for testing, its likely to sale it to you, if it was free that will have been testing, but they let it go out, but you have to pay points for it, making it more likely there going to start a market for it, what means letting you upload it, is less likely
I may be wrong but I assume that even an adult game is not allowed to make emotes that are 18+
I am not against the idea my self over all, if Valve all ready added there own animated once I am all into letting anyone make there own, I just don't think it's very likely to happen
Game vs avatar. Two different things.
I am against custom animated avatars and backgrounds. I see way too many issues with them. There are enough issues with the artwork that can be uploaded already.
