Hardware ID only works on console. On PC *anything* you send out to the world can be intercepted and changed.
Only the most retarded cheaters will be defeated by this. Anyone smart enough to breathe will simply use the tools provided by the OS itself to spoof the hardware IDs, beating the system within seconds.
Additionally, someone buying second hand hardware may simply get banned in a game while being innocent, because he bought hardware that was banned by the previous owner.
That is a terrible idea and will simply blow up in their face. That Epic is even considering doing that disqualifies them entirely.
This isn't a lasting solution.
It takes you all but seconds to spoof your ID or any information if you know what you are doing and just minutes to google how to.
But it will heavily backfire and people who don't cheat will get caught in the crossfire.
HWID can easily be changed/spoofed.
If a false HWID is banned, there is a chance that it may also be a legit ID for someone else, causing them to also lose access t something they may have put money into and never cheated in.
Banning by HWID won't change anything for the hackers.
The only way I can see that may have the greatest potential to prevent hacking is cloud gaming for competitive games, but that comes with it's own issues.
Valve has made a good balance of stopping hackers while keeping false positives and user inconvenience to a minimal. Something people don't seem to consider out side of "I just got killed by a hacker!"

the most effective anti cheat systems are also the most invasive ones that constantly monitor for suspicious processes and softwares running in the background, so take your poison because Valve isnt Santa or the Wizard of Oz that can magically create the universal anticheat solution.
Having server admins avaiable to kick suspected cheaters on the spot.
However we largely gave away that ability long ago when dev-hosted servers became a regular thing.
As already said, all the idtypes on PC can be spoofed so it would be pointless in the long run, there is no 100% anticheat, VAC is the best nonintrusive anticheat out there.
I agree, making the game free probably was a mistake.
TF2 gave a good preview of what happens when a game goes F2P nowadays.
One thing i do wonder if Valve keeps in mind is stolen accounts that being cheated on, i know Ubisoft have reconsidered bans for cheating under conditions account was indeed compromised ofc with valid proof, anyway this is why you should never share accounts and keep account secure, not to mention use unique passwords everywhere.
