Completely random too.
scroll to the bottom it adds more crap and page changes length, so the bar gets altered to match its locatin/size
workaround is to use u-scroll (wheel button) and wheel, avoiding using the scrollbar
or when its acting wierd, click above/below the bar location, to force a single page scroll
pointer on scrollbar -> mouse1down -> pointer leaves client window -> mouse1up
now the scrollbar will move to the pointer position if it gets over the scrollbar.
manual fix: produce an mouse1up event on the scrollbar aka click it.
I have waited and waited thinking it eventually will be fixed but nope. Now I am sick and tired of it.
So a little reminder, don't get nervous when moving the mouse pointer. :D
Or stick to mouse Scroll wheel or if you feel inclined use the Page up and Page Down keys
