what for Steam in-store credit cards are available are widely not relevant for any store pricing.
you could just use a normal payment method instead of buying in-store credit. there are payment methods other than credit cards.
you could also add custom amounts of in-store credit

and lets not forget, the only people with this tax issue are US residents. the rest of the planet has taxes included in the normal store price.
That is how every giftcard in the world works. They are always for a flat amount.
Are you also aware of the following:
1. Not everyone pays tax on steam games
2. A $20 steam gift card can be used for other things then a $19.99 game
3. Taxes are assigned by your government and are outside of steam's control, that money goes to the government not steam
4. You can purchase additional giftcards to cover the tax
Not really, because a $20 giftcard in europoe might not be enough to pay for a game even with the taxes front loaded as it can make the game higher then the price of the giftcard.
You can also pay on steam via paypal for instance, or you can simply buy another giftcard for $5 or $10 to cover taxes.
They aren’t sold in physical stores.
There are multiple meanings to that statement.
