Your friends will often see them on the front page of steam store as a played by friend recommendation.
also at the top of the activity feed page, post a status message, as well as showing reviews which is a recommendation in itself you can post these status messages. Say something like "hey guys, CS GO is GOOOOOOD, just had a game with a spinbot, a rage quitter and a guy playing with a 360 controller" then you tag it CSGO. Thats a silly example of course. You could write a concise sentence about a game and tag is as a status message in activity.

We do not need a special button to click on to "recommend" a game to a specific person.
There is already a way to do this from the store page.
