Playing steam games portablely and offline anywhere
Hi, so I was thinking, how do I play steam games from pc anywhere on any device(except). I don't meant streaming games which requires fast internet connection. I just want to play games anywhere without using internet connection. I couldn't just bought nintendo switch and then buy the same game from my pc, for me that just waste more money. Is there any software or device like phone android or maybe windows or other way to play some steam games from my pc offline?

Nope because the steam client is required. and the steam client requires an online connection.

Laptop + Steam in offline mode + Offline games that do not require a permanent online connection.

Lanruo GPD Win 2 works natively probably for most 2D based games. should work decently when Steam is in offline mode.

and if you tether that thing to a decent mobile phone connection, you have other possibilities you can do.
