but if all the keys are working / there are no invalid activation attempts, only real working keys..... why then?
I understand if its after wrong activations... but if all keys activated worked, then why not let activate more games?
Note "i dont like something" does not make something "pointless"
There's no practical reason an account would be triggering that many activations. your situation is an edge case which is easily resolved by WAITING

You're not going to be hitting this limit under normal circumstances
it doesnt change the fact that its unecesary and pointless on VALID gamekeys.... if there was even a single invalid game key, i understand the cooldown, fine, but again not on all valid keys.
I don't know what you consider normal circumstances but I just counted and I redeemed 53 codes. About halfway through, with no invalid keys or other errors, I had to wait an hour. Maybe steam just hates me but that is kinda ridiculous. At least verify the seller before giving me a cool down, I redeemed them all straight from Fanatical, right on the page.
It doesn't even matter now, but I'm just saying I wasn't happy.
I'm sure Valve either experienced or thought of many more scenarios that makes the limiter needed.
Buying? ... not many.
Activating for card farming? Far too many.
If you bought these keys and they are legit then you should have no problem waiting an hour or so to continue to activate these keys.
Sure it's a little time consuming but I'd rather have that then bots constantly trying to activate an unlimited amount of keys (and yes people would do that) or have bots run around like they already do and activate random keys posts everywhere and allow them to have no limit.
And these are more good reasons;
Op's issue is far from being a normal ocurrence and the existing limits are put so the average user is almost never going to hit them.
