Yes i assume the op does mean bits rather than bytes never the less a reasonable suggestion although i personally have never had a problem streaming video while downloading games.
25megabyte/s is 200mbit, which is a normal affordable and available connection in some countries. for some people that seems still incomprehensible.
until Valve decides to do something like this
if you wanna have to redo this, do not open steam settings -> downloads and click ok. Steam automatically selectes the next valid higher value in the box, if you click ok this will get saved.
The issue is the only options for higher bandwidth users is 10MB/s, and 25MB/s
Many people want a custom option because they want the limit somewhere between 10 and 25.
I have a 200/20 connection and the limit of 10 is too low and 25 is too high.
Ideally there would be a text box or slider, for the options to suit all users there need to be a lot more options and the drop down already has too many options. This is the wrong type of control for this setting.
This is also related to the Steam Hardware Survey, which is poor at recording connection speed. So this whole area generally needs more attention.
