The LOGIN name is what you want changed, and will not happen due to absurdly high costs associated with changing all of Valve's backend.
Steam stopped showing the login name several builds ago. It shows the custom name you're using instead.
It still shows my login in the right corner when I am in browser.
Valve allows you to have multiple Steam accounts with the same E-mail tied to the accounts.
Therefore, your second suggestion has a gaping hole in it.
Steam 64 IDs are permanent UIDs (Unique Identifiers).
They are assigned to an account upon creation.
Custom URLs are interim and simply cosmetic.
With a DYNAMIC Steam 64 ID, accounts will have NO permanent identifier - except the account name.
Now, the account name is only known by the user.
Can you open your eyes and see the other MASSIVE gaping security hole here?
