Steam interfering with this will break the devs implementation. not can, not might, it will break.
the dev has to implement a reset logic -> ask the dev of the game. there is and will be no other way.
So both would have to make changes to how achievements work.
Okay, who's got the facts here?
The awarding and removal of achievements is completely in the hands of the devs. In fact, a dev could fake what you want by always revoking an achievement then immediately re-awarding it. Pretty sure it would change the time stamp on the achievement, but it would do what you want.

Steam has to do and change exactly zero. everything is already in place.
achievements = 100% game devs.
the pop-up notification is not even triggered by the game itself and it will pop up every damn time when an achievement is set in any unlock state.
there are already games that have this reset functionality ... *cough* bot fortress 2 *cough* and that is not because they owner of that game also owns the platform.
the lock/unlock logic of achievements has to be completely within the game, including the reset of those. otherwise, stuff will break and not work as expected.
Steam providing the user a reset function for every game is out of the question and will not happen.
"Whenever the achievement in game?" I don't think I said that. For one, I don't think it would be desirable for a first kill achievement to pop up over and over again.
