Set Achievements to Pop Again
This idea comes from this reddit thread.

I was incredibly frustrated when some achievements for my game FATE bugged and popped before I had earned them. Now I can't have the satisfaction of seeing them pop when I do earn them.

Achievements can't be reset for security reasons, but if there was an option to set already earned achievements to pop when the requirements are met again while leaving the achievement status untouched, then not only would bugged achievements not cause this problem, but it would be easier to do achievement runs multiple times with the same account.

A lot more satisfaction could be obtained from replaying games in our libraries if this change was implemented.

achievements are the devs task, in every way. Steam provides just the tools for handling those. but the dev implements how they trigger and if they are persistent or not.

Steam interfering with this will break the devs implementation. not can, not might, it will break.

the dev has to implement a reset logic -> ask the dev of the game. there is and will be no other way.

Except the vast majority of Steam users don't care to have this feature. Remember, to get even 1% of active accounts supporting an idea would require more than 1 million users asking for it. Okay, so first you say it's a thing the devs have to add, but now you're saying it's a feature Steam has to invest into?

It's one or the other. Either it's a feature that Steam has to put effort into, but they can implement themselves, or it's something the devs have to do and Steam doesn't put in any direct investment.
For what you want, it's both. The devs have to create a way to send the achievement call every time an achievement is earned, and Steam has to change the client so that the pop-up can happen even though the achievement is re-earned, but only when appropriate. Otherwise, when a game starts up, you don't get every achievement re-pop up when it does its achievement award repost to award earned achievements that didn't properly award when earned.

So both would have to make changes to how achievements work.

Valve would have to change the client to allow the achievement pop-up to actually pop-up even though an achievement was already awarded. That only applies to the acutal pop-up.

The awarding and removal of achievements is completely in the hands of the devs. In fact, a dev could fake what you want by always revoking an achievement then immediately re-awarding it. Pretty sure it would change the time stamp on the achievement, but it would do what you want.

Steam has to do and change exactly zero. everything is already in place.
achievements = 100% game devs.
the pop-up notification is not even triggered by the game itself and it will pop up every damn time when an achievement is set in any unlock state.

there are already games that have this reset functionality ... *cough* bot fortress 2 *cough* and that is not because they owner of that game also owns the platform.

the lock/unlock logic of achievements has to be completely within the game, including the reset of those. otherwise, stuff will break and not work as expected.

Steam providing the user a reset function for every game is out of the question and will not happen.

You are missing the point of the OP... he want the popup to happen whenever he earns the achievement in game, even when he already has the achievement. Steam ONLY does the pop-up when an unawarded achievement is awarded. That's why the Stanley Parable Demo has to take the achievement away a few seconds after awarding it. So if you play the demo again, you will get the pop-up again. So a game could send the same achievement award request multiple times, but only the first will register and get the pop-up.

"Whenever the achievement in game?" I don't think I said that. For one, I don't think it would be desirable for a first kill achievement to pop up over and over again.
