I think they already can remove ones that are no longer valid. Not 100% on that yet. I have asked a few devs to see and I am waiting on a response.

Nope, it was because of users. "Psychological Horror" is one of the most abused tags for new games.
They said they have to ask their Valve rep to forcefully remove it. Sorry I did not get back to you in a timely manner.
So, you reporting them is as quick as asking a dev.
I suppose the idea was devs can't anticipate how their audience receives the work. I mean Friday the 13th is technically classified as Horror but its effect on the audience is closer to that of comedy.. Not like say, Saw for example.
I've seen some fair usage of the tags, Just need to take it with a grain of salt.
I wonder if players who would like to have multiplayer feature actually upvote this tag to punish the developers, by attracting other players who seek multiplayer and by generating confusion, refunds and negative reviews.
