"Fix for me anyways, hope it helps out others with a Intel HD 4000 graphics laptop.
from desktop right click graphic properties
advanced option
3D tab
Application Optimal Mode [ ] Check box. Check it.
Default it is unchecked.
Multiplayer loads fine now, plays fine.
I personally had to tweak some settings after getting in the game to get my FPS
up but that will vary depending on laptops obviously.
Long story short its playable now. Hope this helps some.
Got this idea from the GeForce laptops fix. The 3D settings tab in your graphics option. Max it out, turn it on, up it
from its current setting now matter what graphics card your running on your laptops be it Geforce/ATI/Intel. Might work."

Wish they said what the issue was, but I am guessing that it wasn't loading. Worth a try atleast.
Have you tried to verify game cache?
