Report a translation problem
(all my games are on drive E (C is a SSD with nothing than WIN8 - even steam is on E)
deleting the blob-files changed nothing, starting as admin changed nothing... i know one solution that will work... don´t like to delete the games and redownload...
However i came up with a quick solution that did for me:

I went to my steam/SteamApps/common folder and cut the folder from the game i had problem updating.
After that i started again steam to verify it was marked as not downloaded.
Then i shutdown steam again and got the folder back.
After that the update started correctly (With a few pauses wich needed a "Resume Updating" click)
I did the whole thing with steam as Admin.

You can go to your Steam/SteanApps folder and Delete/Cut the "dowloading" folder and it will re-download the update (probably a currupt file in the previous download)
DELETE/CUT the "downloading" folder
steam\steamapps\downloading
then start the game again
hope it worked
