What does it say when you try to buy something. Is it something about an error has been occured while making the transaction?

Go to your Paypal account and go to Profile and then to My Money.

Does it have a verified bank account? You need to connect your bank account to your paypal or atleast just have money on your paypal itself.

The problem seems to be at Paypal and not Steam.

EDIT:

The problem can be anyting else. If this doesn't work I'l give you a few more solutions. If that doesn't help then you will have to contact Paypal yourself.

Is your account verified though? And try to buy the games through a webbrowser or steam itself

and 30 minutes later i'm writing this with at least a minimum of punctuation. it is not Steam, it is not PayPal, it is the user doing something wrong while paying with Paypal on Steam.
