The XBox 360 gamepad is kind of the "standard" -- not only does it have proper drivers, but many games come with control schemes for it, button images taken from it etc.
I don't know Team Fortress, so I have no idea whether it supports gamepads.
A Playstation one would not since Sony has not released PC drivers.
You can get a Logitech F310 for less the $20 and it will work since it supports x-input. It looks and feels just like a PS controller, but with no rumble. There is a wireless version with rumble available.
TF2 has Partial Controller Support, so a controller should work with the game, but not the menus.
If it is one made by microsoft, it should be. If it is a 3rd pary controller, then it may need to to tell it to use the xbox controller drivers.

The "actual XBox 360 controller" is wireless, and needs a receiver.
Microsoft is selling two special packages "for Windows" -- a wired controller, and a wireless one bundled with the receiver. Both are "actual XBox360 controllers", they are just packaged differently.
I suppose nobody uses a wired controller on the actual XBox-360 -- this would also work out of the box on PC (possibly after installing drivers). Once you have a receiver for the wireless devices, "actual" XBox360-controllers should work too, just like the "for Windows" wireless device will also work with an actual XBox360.
There aren't official drivers, but you can use MotioninJoy (note that it does tend to try and link you to adware, but Adblock covers this - it is NOT harmful malware though). Just download it, run it, choose to emulate 360 controller, enable, and job done.
