FAILED TO CREATE D3D DEVICE CS:GO

A few days ago I could not launch csgo without this error message popping out.
I have litterly tried everything and nothing works.
I have tried: Running csgo as administrator.
Turning of my firewall.
Running csgo in windows 7 mode(or something like that).
right clicking csgo in Steam-->Properties-->Set launch options--> -dxlevel 90
right clicking csgo in Steam-->Properties-->Set launch options--> -window
right clicking csgo in Steam-->Properties-->Set launch options--> -w 1920 -h 1080
right clicking csgo in Steam-->Properties-->Set launch options--> -dxlevel 80
right clicking csgo in Steam-->Properties-->Set launch options--> -dxlevel 81
right clicking csgo in Steam-->Properties-->Set launch options--> -dxlevel 90 -window
etc....etc....etc...

Nothing works... I have watched youtube videoes in many hours (not really), and all of them show the same thing. So im stuck in this situation, and I dont know what to do.
(like a kid lost in the forest). So if you have been in this situation and found a solution, PLS help.

try:
Steamdiretory\SteamApps\common\Counter-Strike Global Offensive\directx_installer
and start dxsetup.exe.

also if you remember what you did to your pc since it worked, try to revert those changes.

mine just randomly got this error after i first launched the CEVO client nothing's been working for me either
