try this
I know you said you tried "everything" on the troubleshooting pages, but just to check (since I don't know if everything means everything), have you tried refreshing your Steam files? Since the problem is with all your games, this could help eliminate the problem being with your current Steam installation. It's the simplest "blanket" fix to do.
Information: Steam Support > How to remove and refresh your Steam files
Press ctrl-alt-delete to get task manager and note the PID of the game process
Open a command prompt window
Run in the window: cd "\Program Files (x86)\Steam"
Run in the window (replace [pid] with the game pid): WriteMinidump.exe [pid] gamehang.mdmp
Once you do that email me the resulting .mdmp file at jmccaskey at valvesoftware.com and we'll take a look at it. We're trying to identify why a small number of users seem to be affected by this when we can't reproduce it at all and it wasn't reported while the client update was in beta.
If a game is crashing not freezing for you, then for Valve games you should have a dump file in the Steam\dumps folder automatically that matches the game name. Send me that instead then. For third party games we can't catch crashes so there won't be anything to report right now.
Just for anyone trying to fix it :)
on the icon on your desktop for steam right click and go to properties and then open in file location and then you should see a steam file highlighted and then right click and click on properties and then go to compatibility and then tick run this program in comparability mode and the make sure the little pull down ab is on widows 8 and then apply it then on the steam part at the top of your screen on your client [steam app] open up he little tab by left clicking then click exit and let seam close and then open steam again and try the game that was not working
