It's not necessary to delete and reinstall the game. Verify the integrity of the game's cache. If any files are missing/corrupt, verify a second time. If one or more files are still missing/corrupt, then a program on your computer is blocking/removing the files:

To be honest, that definitely sounds like something on your computer is blocking/removing some of the game's files. Try disabling your antivirus temporarily, verify the game's cache, then start the game.

Yeah, just add whole steam folder into virus app Exclusion then verify the game. It works for me, problem gone.

Is this done through control panel, or the anti-virus software itself?

Antivirus software itself.

No way.

You could do a before and after of the folder and compare, but that's about it.

Does the file that fails to validate actually affect its functionality in any way that you can witness?

Yes, this helped me solve my issue. Important to verify a second time!
Also, added the /Steam directory to the Exclusion of the Antivirus.
Thanks!
