2100 badge levels with an minimum set price of $0.50 are minimum $1050. there are currently 60-70 games $0.50 per card set price or lower, the rest is more expensive. since max level per game badge is 5 you can get 70x5x$0.50 ... 35000xp for a maximum of $175. that would be around level 80.
It gets really expensive the higher you get. Level 200 will cost you 1-2 thousand bucks.

In any case, I was researching this and the figures I ran across/calculated are very similar to wuddihs'. About a 1.25 or so after level 50.
sort by set price and for chrome there is an extension named Steam Ninja that buys missing cards automatically for the current lowest price.
