Slow Download Speeds?

Wondering if anyone has any advice... purchased the Witcher 3 on the 19th and tried to download. I was peaking at around 740 kb/s, while at http://www.speedtest.net/ my download rate averages to about 3 Mbps over a few tests.

When the download reached 7%, I tried changing my download servers to a few other countries around the world as I had read that that may increase performance, but it stayed exactly the same. Note that at this time the download kept resuming from 7% each time I rest steam to try a new server.I figured it was clogged steam servers so I let it download over the night of the 19th (left it at 11pm). At 7am on the 20th, it was at 50%, so for the sake of argument I tried another server switch. Bad move - when steam reset this time, I lost the entire download.

I've power cycled my router and confirmed that all necessary ports are open. Download is now back to 4%, with 700 Kbps as an average rate. Any thoughts as to why download speeds with anything but steam seem to be at least 3x faster?

speedtest is in bit, steam displays in byte
8 bit = 1 byte

Id say after seeing the contstant stream of crap untested games being blindly put up for sale and many, many of the same proplems for DL speed all over the Forums its clear to see the servers are to over populated expectaly at peak hours and Steam clearly doesnt find it worth it to spend the profits to upgrade simply to give its loyal customers resonable DL speeds. Sad but true and as moraly corrupted as it is Profits will always Trump Honesty, so im sure you'll be hearing alot of No... it must be you 50mgb Internet speed not out servers.
