There are what i call mini sales and major sales. Mini sales happen every week usually. Major sales usually happen like 4 times a year, or 5 depending on how big a sale is. This is usually the Spring sale, The summer Sale, The haloween sale, and the Winter sale.

But the two big ones are summer and winter - summer is around mid to late June (same weeks as Glastonbury Festival) and winter is always just before Christmas to a few days into new year.
But on top of that there are some external sites you can use too. DO NOT use thos dodgy grey sites which we can't mention here (they have stolen game keys and all that).
But sites like Humble Bundle, Fanatical and a few others have games on sale and bundled dirt cheap every week.
