You can get a community ban for certain avatars, someone recently was complaining that he got a temporary ban for using a swastika.

This is stupid if my avatar violates no rules it should not matter if its a complaint. My avatar which is a custom draw piece which is inspired by the sauerkraut jar from sausage party, and it keeps getting banned the image is satire and protected under the laws of my country. i am going to call valve to put a stop to it and take legal action if i must. I have been a steam customer for over 8 years and deserve better!

Does not matter if it's protected by law or not. By steam rules any offensive, vulgar etc picture will be removed be it satire or not. Like freedom of speech it's relative, depending on culture and person to person. If someone has found your image offensive it's in their right to report it.
