For example, you're now in the US, but your card/account is a British one.
I can say with certainty that it's pretty pointless contacting Steam Support, as that message clearly identifies the error is at the bank/provider end. Just to save you a bit of time messing around there.
Just as an additional thought - what country are you in anyway? It might be some strange foible where Electron ISN'T available although VISA is, contrary to what I've told you on the other thread.

As I said in the other thread, Electron NORMALLY uses the VISA system precisely, right down to them being all but unidentifiable as they now use the same card IDs (within your card number). However, some countries often have strange exceptions dependent on the banking rules and regs there. I wonder if that's the case here?
I honestly don't know what else to tell you here. The only other longshot I have is that you might want to check with your provider/bank that Steam isn't for some reason auto-blocked (I've come across that before with some users' cards).
