with mobile authenticator the guard codes are not sent to you, they are always generated locally on the mobile device.
Valve does not use OTP to complete a purchase on the Steam store.
Example if using PayPal, and it send a code to your email, you visit to your email that you have linked to PayPal account, you get the code from your email, and use the code to login to finish the payment process. Or If you're using app 2FA like Google authenticator, or receive sms text on phone, with your PayPal account, you check your mobile device to get that code to login, and finish your payment method.
That why Steam has no control, nor can they help you, if your payment method asking you to provide a code that only you, and payment method have to solve, in order to proceed to finishing the payment process.
