you mean a Steam guard code email?
check spam and other folders of your email provider.

with mobile authenticator the guard codes are not sent to you, they are always generated locally on the mobile device.

Not the steam guard code , I mean the otp that steam should be sending which is required to complete a purchase.

There is no such thing. If your payment processor requires a OTP to complete a purchase, that is on their end.

Valve does not use OTP to complete a purchase on the Steam store.

I see , so the problem is not steam but the distributor of steam funds.

No, it's the payment processor you're authorizing to transfer to money to Steam.

Whatever payment method you're using that requires you to provide a code, that something only you can provide using the method that your payment method asking you to do.

Example if using PayPal, and it send a code to your email, you visit to your email that you have linked to PayPal account, you get the code from your email, and use the code to login to finish the payment process. Or If you're using app 2FA like Google authenticator, or receive sms text on phone, with your PayPal account, you check your mobile device to get that code to login, and finish your payment method.

That why Steam has no control, nor can they help you, if your payment method asking you to provide a code that only you, and payment method have to solve, in order to proceed to finishing the payment process.
