It was not just an update you downloaded, it was malware.
If I were you I would clean my computer instantly, get Malwarebytes Anti-malware and scan your computer.

Scammed items. That has always been the policy on scammed items and has been like that for a very long time.

After you figure out the cause and fix it, I suggest submitting a support ticket as this may be considered a hijack and not a scam. Valve will investigate and decide what to do after the investigation.
