Will i be able to play GTA V PC on high graphics with no lag with these specifications and if not may you please elaborate, thank you in advance:

Your graphics card does not meet the minimum to run the game. I'm sorry. Since laptops cannot generally be upgraded, your best bet would be to save up and invest in a desktop PC.

it says i cant run it because my video card is an intel hd graphics but i can switch that to my radeon hd 8730M and my cpu shows:

Can You Run It's accuracy is... sketchy at best. You can use it as a general guideline, but I wouldn't rely on it.

the game recommends 4 physical cpus, you only have 2. overall the cpu is borderline at minimum requirements.

gpu is garbage and way under minimum requirements, yes, i mean the radeon.
