EDIT..I have been using this one lately in the fourms..
Boot your PC into safe mode with networking and try to test speeds from there...that will point to if it is indeed software related or the like as you know, I am sure.
Speed remains the same (I actually got to 1.7mb/s this time ha). But when I changed it to limit it to 1mb/s the same thing as in my pic in the OP happens. One thing I got to mention earlier, is that it happens less if I close steam with the speed limited then open Steam back up. It always happens when I go from dl full speed to limiting speed without restarting Steam.
Like I said it's not a big deal more of a curiosity thing. I'm about to go out for the night so don't worry about it, though if you think of anything feel free to post it.
After I close it, the "must install Steam" message always pops up and it happens, too, when I first log in..."must install Steam for service to work"...I just hit cancel and it gives me the log in window as normal...LOL
I just have not worried about it until now, but maybe we both need to refresh Steam or MAYBE reinstall per the right method as you know. Sorry to not be so helpful so far...Have fun tonight and I will post back with edit if I can think of anything...good luck !!
EDIT...The only other thing I can think of is testing at different times of the day, but the exiting out with it set to limited "fix" you posted may dispute this....
Important:
If you notice that your Steam connection only has issues during certain hours of the day (usually in the evenings between 5pm and 11pm), it is probable that your ISP is blocking or "shaping" your connection. Please test your connection at other hours of the day and contact your ISP directly if you believe this is causing the connection issue.
