Steam Download Speed Manager.
I love the download speed manager, but when you select a speed below "no limit" it sends it in bursts. Why does it do this instead of sending a constant stream at the selected speed like it does when it is unlimited?

This was moved to H&T so I guess that means its an issue on my comp rather than Steam. Any ideas?
Dude !!...Hello CharlestONE...isn't that one or similar ones on the support page about programs that have issues with Steam ? Or are you talking about the one actually in Steam settings for downloads ? Sorry if this is a dumb question on my part.

Howdy. the closest one I could find was one about downloads that start then stops/pauses but that isn't really the case as it is never paused or fully stopped or stalls its just odd burts/roller coaster speeds. Also, it doesn't always happen (though it does most of the time and I can't seem to find things in common when it happeens but not when it doesn't happen)when I use the DL speed limiter and never when I dl at no limit (which I do most of the time so it's not a big deal). I'm on the beta client btw but this has been the case as far back as I can remember and happens if I switch back to the regular one.

The only use 2 on that list: 1.IObit Advanced Sysytem care but it happens even with it disabled. 2. Symantec AV, but I only use that when connected to my school's internet as it is required and they block Steam anyway.
Well we are in the same area so maybe that is good for sharing possibilities. I have mine set to no limit (sorry for my reply above that may not be related) and the most I have ever seen is about 3.8 megabytes a second...maybe 4. I never notice it going up and down like you said here. Perhaps it is ISP related ? I am sure you thought of that....who do you use ? I have to use Comcast here because that is all I have got in my area...:(

Boot your PC into safe mode with networking and try to test speeds from there...that will point to if it is indeed software related or the like as you know, I am sure.

1.6mb/s is the max speed I get and is in line with my internet package's advertised speed (12mbps). I live in a historic house so I am limited to AT&T Uverse dsl as it is not wired for cable. I don't remember downloading from a frien'ds connection at their place but the same thing does happen at my parents house on Isle of Palms.

Speed remains the same (I actually got to 1.7mb/s this time ha). But when I changed it to limit it to 1mb/s the same thing as in my pic in the OP happens. One thing I got to mention earlier, is that it happens less if I close steam with the speed limited then open Steam back up. It always happens when I go from dl full speed to limiting speed without restarting Steam.

Like I said it's not a big deal more of a curiosity thing. I'm about to go out for the night so don't worry about it, though if you think of anything feel free to post it.
Hmmmm...I see. Strange indeed, and I understand. Just wanted to help a Steam friend and fellow user if I could [ and almost neighbor :) ]. My Steam has been acting funny here lately to be honest also, but I just have not botherd to "fix" it...

After I close it, the "must install Steam" message always pops up and it happens, too, when I first log in..."must install Steam for service to work"...I just hit cancel and it gives me the log in window as normal...LOL

I just have not worried about it until now, but maybe we both need to refresh Steam or MAYBE reinstall per the right method as you know. Sorry to not be so helpful so far...Have fun tonight and I will post back with edit if I can think of anything...good luck !!

EDIT...The only other thing I can think of is testing at different times of the day, but the exiting out with it set to limited "fix" you posted may dispute this....

Important:

If you notice that your Steam connection only has issues during certain hours of the day (usually in the evenings between 5pm and 11pm), it is probable that your ISP is blocking or "shaping" your connection. Please test your connection at other hours of the day and contact your ISP directly if you believe this is causing the connection issue.
