directx and runtimes are no drivers.
I'm getting a WD Blue and Windows 8.1 64-bit soon anyway, but this still kind of sucks.
I'd go with a clean unisntall of your video drivers, reboot, reinstall, reboot no matter what
What's strange is that while DX9/DX11 titles fail, both Bioshock 1 and Just Cause 2 (DX10) were fine (though fullscreen was messed up).

Their CCC drivers have always been 'iffy' :P
I've been at the latest version (15.7.1 Omega) for quite a while now.
Try downloading Directx end-user runtime web installer from official Windows site, run as administrator if shows error, try the video.

To be honest, I'm not sure I'll get it fixed. I'm switching to a WD Blue and Windows 8.1 soon, so it's not a big deal.
