Every single Steam Server doesn't respond.
I've been trying to play ARK with a friend during its free weekend and I kept getting "Server is not responding" message, I figured it's an issue with the game and uninstalled it. Today, I tried to play Insurgency and the same issue happens. Every single server is not responding, no matter which I try.

Before you suggest troubleshooting, here's what I tried.
1) I tried DMZ, on and off, no success.
2) I tried forwarding, still no success.
3) I turned off my firewall completely.
4) I disabled (and even closed the process) of my Kaspersky AV.
5) I followed the Valve instructions of "weird server behavior" and removed said files.
6) I tried using "connect [ip]" via console.
7) I tried adding to favorites and all the similar processes.

None of the above solutions helped, I can't join any server or find anything relating to any game that uses a Steam browser.

Specs:
Windows 10 Pro
780 Ti x2 SLI
16GB RAM 2400MHz
i7 4930K
MSI Big Bang 2 X79

I would appreciate any help in solving this issue.

And valve, get your ♥♥♥♥ together, I'm not the only one with this issue.

1. ARK is not using any Steam servers, neither for hosting servers nor for matchmaking, they are either privately hosted by people or the Devs servers.
2. ARK is not a Valve game, Valve only provides Steam and the distribution of the game + several community features which have no impact on connectivity of the game.
3. This is a end-user problem, you are not the only problem because you are not the only person on this planet.

get someone local with knowledge to help you, several things your tried to fix the problem are cringeworthy.

If you would have bothered to look you'd see that my issue is not with ARK, I do not care for ARK, it's with Insurgency and other games using Steam Server Browser. All my attempts to test, forward and otherwise check the ports did not fix the issue. You should look around a bit more before commenting something completely useless, and you'd see that this issue occures on Killing Floor, ARK, Insurgency and more.

I know Valve may not be an ARK game, but neither is Insurgency yet it still uses the same browser.

Instead of giving a pointless comment about "seeking local knowledge", you should actually attempt to help at solving the issue - or simply not comment at all.

you never mentioned the effin server browser in OP.

settings -> in-game -> reduce max pings per minute to the lowest available (that is also mentioned in one of the support articles you have claimed to have read)

or

buy a better router, low grade stuff has problems with the default settings.

I have done your suggested settings, as I have already said in the OP, it did not help.
My Modem-Router is far from cheap or low grade.
