If you are referring to a laptop, then ram is often split between the system and video. You should be able to find out how to change that (if possible) in the manuel or manufacturer's web site. Many diffren computers have many diffrent bios, so there is no "one for every system" answer.
I have a board that has 512 MB integrated VRAM and it supports a AMD video card and will run them in "hybrid X-Fire", using both the on-board and dedicated GPU together to boost total VRAM.
But what the other good users here have said is correct. You cannot simply just change a BIOS setting like you seem to mention here.

That's not how SLI/Crossfire works. No matter if hybrid or not.
A GPU has many other parameteres and VRAM isn't always the most important. I have seen several office level GPUs with 4GB RAM, yet they could use not even 1 GB from it.
